A few symptoms are if your vehicle is running rough, white,smoke, and tons of fuel being spent. Most of the time you can open your ecu and see if their is any fluid leaking out on to the circuit board. But like OLT said. It's difficult to notice some of the caps being bad as some are very faint damage.

The ECU in my '92 SC300 failed out right where it stopped sending voltage to the fuel pump ECU (the bypass would not have resolved that). The repair shop found a used ECU so I plan to send the original out for refurb to have a backup.

Not sure if a capacitor leaked or another component failed but in any case the ECUs seem to go routinely.

I say just rebuild it anyway. Your capacitors are probably leaky, but not to the point that it causes a problem

I remember in the 90s there was batches of bad caps
Some other cars also ran into bad caps, and computer motherboards too
I wonder if the ecu bought in 2010 have escaped the inferior caps and last much longer

I have a 85 toyota efi ecu and no problems, even tho I kept one spare never needed it

As was just explained, there is no check due to the caps behavior physically. if you have issues related to possible ECU issues (search) then rebuild it.
I had one with a puddle under it.
