Outside thermostat?
So... my heat kicks on full blast even with the temp set to 65... I suspect this has something to do with the fact my 'outside temp' always reads -22...
any chance Im correct?

You may want to look into your inside temp sensor. Its behind the small grill like opening below the ignition.
