Method 1:
Pull back the fender liner, remove the 2 10mm bolts holding the headlight, remove the top 10mm bolt. Take out the headlight. Reach down and remove the 2 bolts behind the foglight and 1 screw on top. Pull the foglight and done.
Method 2:
Remove enough plastic from the underside of the car to reach the bolts and screw. Then pull out.
Method 3:
If you have skinny hands and arms, you can reach through the large opening next to the foglight. Remove the bolts and screws and pull out. Not easy if you have big hands
I've done all 3 and I it takes maybe 5 mins max for each now.
I've done the CLR route/rubbing alcohol/polish and gotten ok results. Take a good look at the fog lights. The entire inside is not that shiny reflective material. That stuff is only near the bulb, if you look closer to the outside lens, you will see it is ordinary plastic just like the surrounding material.
I got sick of trying to make it look clean so i painted the plastic black and kept the reflective material.
Here it is when I bought it. The fogs looked disgusting and one of them had a build up of water and green *****t:

Well even before they dry you can see a big difference so for me it was worth using it. Look at the earlier pics and the brown and then these and while it can't make it a brand new light it can dramatically help discoloration.

One thing I do recommend that got them a little cleaner was using rubbing alcohol diluted with a tiny bit of water (pour it in and shake it!) and then using a hair dryer on LOW setting to dry them.
The reason I painted the inside plastic black was because the plain bland-looking plastic stood out too much when I looked at the front. The black makes it stand out less (at least to me) since it matches with the center black grill and those slits next the fogs.

I think the difference is worth it for a quick slosh-n-pour. Too bad I don't have fogs.
I think I'll chop up my turning lights to make them into trim for some Blazer-style projector fogs.

Bingo, Jed's a millionaire. Will still buy new fogs down the road because all my other lights are brand new and no cleaning will make them as crystal clear, but the difference between doo doo brown and acceptable is worth my pour.
