so...why HID bulbs?
only reason i ask is because 3000k isn't very bright. Actually 3100k is a normal rating for regular halogen bulbs.
Why not just opt for some Philips or Silvana Halogen bulbs that are rated at 4100k. That way you don't need to mess with any ballasts just for fogs.
Unless you just want the color yellow and not have it as a functional fog light.
