Heater Fuse keeps blowing out when the AC turns on

Default Heater Fuse keeps blowing out when the AC turns on

The heater fuse (HTR, Fuse #4 in J/B no.1) keeps blowing out any time I raise the fan speed past roughly the center point.

Has anyone had this problem before? I can turn on the AC with a fresh fuse but I just can't turn up the fans. I can't continue testing how else the fuse will blow since I ran out of fuses to test with

Btw, I did a search for this problem too. There weren't any concrete answers.
