Default Do the 7MGTE 440's just suck - or is it me?

I think I finally have my head gasket issues sorted out and I decided I want more boost - as we all do. I have installed these 7MGTE 440's around 4 times in the past and never got them to work right. No matter what I do, they lean out at higher RPM's even at 8.5 PSI. I'm running a 12 OHM resistor box - even tried giving it direct power from the battery (which is funny because the car doesn't shut off after starting until you disconnect the power from the battery)

I built myself a "flow tester" with an old fuel pump and a UPS 12v battery and I compared my stock 330's with the 440's and I can see the 440's out flowing the 330's - but I can't replicate duty cycle.

So.... I know these are a very popular "upgrade", and I don't want to exceed 400 hp so they SHOULD be perfect, but.... Anyway, do I just have a set of bad 440's, or do I have a really awesome set of stock 330's?

My setup:
95 OBD1 SC300, XS T61 kit (turbo rebuilt by me), solid feed and drain lines, recirculated WG, TT Eristic MLS HG, 12 OHM v12oom resistor box, 3" to dual 2.5" exhaust with Magnaflow high flow cat, ARP Head Studs, AFC Neo, Megan 3 core radiator, big XS FMIC, dual electric fans, dual HKS SSQV, F1 Racing Stage 3 6 puck clutch mated to W-58, Innovate LM-1 WBo2
