New Cali smog rules for 2013?
So, I double-checked the forum stickies for any note barring discussion about smog. I didn't see anything.
California's ARB has revamped their smog test rules and procedures for 2013. Among the changes, 2000 OBD2 cars don't have to use the roller any longer but the port scan does more than just check for CEL codes and readiness. No one really knows yet. The visual inspection portion is unfortunately staying for all cars tested.
What I am trying to find out for certain is what will change for pre-2000 and 95 and older ODB1 cars.
Does anyone know more information about this? If it's not allowed on the forums, I'm not looking for information on how to cheat the new tests, just what is different and what we're going to be subject to in several months.

It's an interesting state for sure. I came here for the work and career opportunity and the national parks are really something to behold.
But while I want to do my part to keep my car running tip-top clean, I don't agree at all with the money-making racket they have created by requiring a visual inspection of the drivetrain, down to the engine block numbers if you happen to visit a BAR inspector.
For cars that aren't 1975 and older or diesels, they are insane. Budget overspending and their revenue ideas are nuts too but those are other issues. The new legislation at least has started poking at commercial factory emissions again. It's just frustrating that car enthusiasts get caught up in the middle of it.

Interesting article on SF regarding what some of the TT guys have been encountering recently with their smog testing. Later in the thread one member discovered some details about what is required in the "Basic" and "Enhanced" areas but curiously his OBD1 Supra TT wasn't required to be put on rollers while his 91 NSX did. YMMV.
There is also some speculation that OBD1 cars the ARB deems as gross polluters will generally be filtered into the strictest testing centers under the Star program. I'm not sure how this differs from current Test Only centers.

Nothing changes for OBD1 or OBD2-Pre2000 cars. Those cars still get the dyno test.
Cars 2000+ get OBD2 diagnostic port test only + visual inspection.
