Can we buy break pads, rotors and bright it to a dealer (Toyota or Lexus) to install for a fee? Not sure if they are happy to do that since parts not from them (Toyota/Lexus)

I doubt that they would be happy to use your own parts. I plan to replace the brake pads myself - just wanted to know if the item to order must be the "Canadian" version of the Lexus OEM pads.

the brake calipers were the same size in all 3 regions. You can order from any supplier by pad design aka FMSI number, just be aware of the compound.
Front pads FMSI D1324 , Rear pads FMSI D1391
I think any dealer will install customer supplied pads since rotors are a wear item and not under warranty. They are more interested in the labor.

If I buy my own parts ( pads and rotors for front and back ~ $270). I can save myself couple hundreds with Lexus Toyota installation. Assuming they will charge ~$250-300 max for labor

Where do you buy pads and rotors for front and back for around $270? I am in the same boat and Lexus quoted me for $952.7 to replace pads and resurface rotors.

They showed me when I took my car in service. They said my rotor got heat damage and can't be resurface. Also They also said that Resurface is not common these days, just replace the rotor.

It is possible that one of your caliper pistons is dragging and not returning to position when releasing your brake pedal.

Brakes are one of the highest profit and easiest repairs performed at dealers or any repair shop. There is no reason to go to the dealer, especially if supplying your own parts. I have found that many shops will not do repairs with owner supplied parts due to warranty and liability issues. You may have more luck with a local service station doing the brake job with your rotors and pads and it will certainly be much cheaper. Be sure to have them flush and bleed the brake fluid while they are doing the work. The brake fluid should be replaced every 2 years as it absorbs moisture.
