Can two sets of tire pressure monitors be programmed into the RX350 system so that it will read both sets of tires? What is a fair price to have the TPM reprogrammed by the dealer? Is this something an owner can do?

You can do it yourself if you're willing to spend a few bucks up front to purchase the tool. Look into the Ateq Quickset, works fine to switch between winter and summer tires.
