When pulling the ABS/Trac control fuse the car brakes normally so there is a problem there. Thanks to RXPhil in this thread : "Click Here" Thankfully not the transmission.
Good work. Even if you end up having to take it to a shop for inspection and repair the work you have done will make for a better diagnosis of the problem and hopefully a better end result.

Thanks RX330inFL (where in FL btw)

Yesterday I stopped by my local Toyota dealer to see if they've ever come across this in a Highlander, or any other Toyota. They said NO and even let me speak with one of their mechanics who had the same answer. Seems strange to me that this would be a rarity, but then again, no one else on the forums has either.

Update.
So, we've been driving the car all summer with the ABS fuse pulled and the car braked normally. However, the abs, traction cntrl and brake lights are on in the dash. A NYS safety inspection is due before the end of this month ,so I thought I'd attack the rear wheel speed sensors again.

These things are really frozen in , so it occurred to me that because they are plastic that I could apply ice to them and if contracted a little, I could get them out. I used dental ice packs applied around the whole outside of the sensor for about 5 min. Then with vice grips attached, I rocked little by little and they finally came out. (also applied Kroil penetrating oil around the edges).

They were filthy and especially the passenger side. I vacuumed out the mounting hole and cleaned the sensors. A little bit of anti-seize compound around the inside edges still required a mild tapping with a small hammer to re-install.

Problem solved....the car now brakes normally with no shudder whatsoever.

First pic is with the vice grips attached. Second shows how really dirty and the third is after cleaning. Last one is of the dental ice pack I used.
