Have you tried your Owner's Manual? Starts on page 593:

My owners manual ends with page number 458
They showed fuse boxes location but not diagram
my interior fuse box cover isn't there maybe someone kicked it and snapped
anyways iam looking for vsc or tcs or both fuses where can i find ilthem

Listed on page 597 of the PDF I provided the URL to for you. Though, I do not think you want to disconnect that to bypass those systems as it also disables the anti-lock brakes as well. Is fuse #7 under the hood.
The Owner's Manuals are available online at the Lexus Owner's site that is frequently mentioned here at Club Lexus as a reference for owners that you should take advantage of.

i am looking to disable them they are working just fine protecting me
they mentioned vsc more than three times already some in the interior and some in the exterior box
i tried pulling the 10 amps on the interior that also controls some light beam height and other lighting stuff it disables abs although it didn't mention that.
which fuse do you recommend pulling with the least problems / other systems disabled
i need the abs i think
the car rock solid without tcs and vsc anyways due to it's AWD system

Sorry, cannot recommend that these systems be disabled or bypassed. If you have a desire or need to do such, perhaps you have the wrong vehicle.
