Use soapy water [soap safe for car finish] to soak the wiper edge. Do not operate the rear wiper as the edge has bonded with the glass, till it is free. Be patient and work it till it is free. You may have to get a new blade refil.
Luke warm water may also help to dissolve what ever is acting like a glue.
Edit: This does not seem like the problem.

Trying to understand this like Salim did...
The rubber is stuck on the glass, as Salim assumed?
Or are you asking why you can not fold up the wiper arm?

The wiper on our car won't bend up for cleaning, either. (The second scenario noted by mandyfig.) I've looked at the wiper and it appears that it's just not meant to bend up like the front ones do. I'm just wondering if this is normal.

So ... one can lift it up, but it does not have lock position ...
Reminds me of complaint reported here .... member was upset that the front wipers had a lock position. He had the wipers locked in the up position and lifted the hood up ... damaging the paint at the edge of the hood.
I guess removing the lock position of the rear wipers does not address this problem.
It does remove the possibility of a nasty poke in the eye, if some one walks close bye and the rear wiper is locked in away position.

True, but there is a plastic piece that hides the hinge on the rear wiper. Careful examination will show that it only snaps on. Again, carefully prying the prongs off will allow the wiper arm to lift completely up and makes the installation of a new blade a piece of cake.

how careful? will a flathead screwdriver work? do you have a picture available

One can always use a plastic/rubber door wedge to prop it up partially.

Changing the wiper blade refill is a piece of cake. Just lift the piece of plastic located at the base of wiper arm up and remove. The blade will lift up and make the blade refill easy to replace. I just replaced mine. It took about two minutes from start to finish. Good luck.

^^Ditto, just practice and be careful with trying to pry the end cap off.
