Default Car leaking water on passenger side...

My 1999 RX300 has water coming up on the passenger side when it rains to the point where there is like an inch of standing water where the feet of the passenger go. It isn't coming from the roof or the window, however, because nothing else in the car gets wet at all, it somehow comes up from underneath the ground.

Does anyone know what this problem is or how much it will be to have it fixed?

Although I am slightly retarded when it comes to cars so don't understand how to fix the problem

You are on the right track ,,, first find the source of the problem.

Rain from above [sun roof, cowl (area below the windshield)]
Water from below
water splashed by wheel(s)
a/c condensate over-flow

Post the results and fellow members will suggest solution.

I will try to figure out the source, although it only happens when it rains extremely hard (which is a lot in St. Louis) so I don't think it is from the a/c.
