Take it to Lexus or Toyota and drop $200, or DIY. Order a new antenna and take off the old one. Compare the length of the cables on the old vs new. If the old one is shorter than the new one, then it's broke off in the motor and you'll have to take apart the motor to get out the broken piece.
Here is the DIY if the length of the cable is the same:

10 min fix if just swapping out
Here is the DIY if the need to retrieve the broken piece:

1 hour fix if you need to get the broken piece from the motor
I've had to do this on mine, and I did it for a neighbor's RX300. Both times the cable was broke off inside the motor. Also, when you take the cable out, make note to which way the teeth are facing. I think they face toward the front of the vehicle.
Here is where I got the antenna for my neighbor: http://www.antennamastsrus.com/ I got mine when I was dumb about this stuff and spent $70. This place claims OEM antennas.
