I wonder if it`s the fuel pump going bad? or fuel pressure regulator?

you can save yourself the labor cost of installing the o2 sensors and do it yourself. its not that hard. changing out the spark plugs is more difficult then the sensors. i changed mine out.

My guess, is fuel starvation .. could be due to cold ... there should be a hot water circulation near the air mixer (works only after the engine block warms up). Also the fuel pump may be acting up due to severe cold. A flow test as well as pressure test of the gas delivery system would verify (in same cold conditions).

Dealer may be the best bet (may cost you more but the hopefully their experience pays off. Other shops may charge you less /hr rate but may take more hours to fix/diagnose)
