Default Missing front caliper bolt

I worked on my front brakes about 2 years ago and everything worked fine.

On Monday, I heard some front end noise and drove home and backing into the driveway the left front brake seemed to drag, and make a "clunking noise".
I turned the steering wheel hard left, and got down on the driveway and looked at the front brake.

One of the two large bolts, a M12-1.25 x 29.5 class 11 bolt (90080-10067) was missing. This was one of the two bolts that attach the caliper to the spindle assy.
I got a replacement bolt from the local Toyota dealer, second try, second day!

I installed the bolt, but I don't know what torque that I should tighten it to?
Also what type of thread locking compound is used on this type of bolt.
This one backed out and fell off, so I will add a locking compound and retorque the new one and then do the same to the other three ( the one that was still in place on the Left front, and the two on the Right side)
So in summary, what is the torque for the caliper retention bolts __?
and second what is the best thread locking compound to use?

58 ft pounds from what I remember
I would use Blue threadlocker
