Default Inside car heater

Hello
I have 2004 rx 330. The inside heater is not sustained with the temperature. Sometimes it is ver warm sometimes it will be cold. Will be cold on idling then heats up on moving then it may go very warm then cool down.
Any ideas please. Thanks

Usually suspect to low coolant. Water pump might be leaking.

Or thermostat is shot?
