Default 2004 RX 330 Idles too fast cold

Our idle on start up is 2000. It then goes down to 1500 and stays there until warm. If I put it in gear then back in neutral it goes back up to 1800.

I clean MAF and throttle body butterfly valve (very gooey) and this improved gas mileage by 10% (in town driving) and lowered the warm idle a bit, but did not change the cold start up idle.

Any help??

When you talk about the butterfly valve, does that also include the IACV valve that should be just below it, because that's usually the source of such strange idles.

No it doesn't.

I looked for the Iacv under it (as picture from this website showed) but could not locate anything that looked like the picture..

A picture of the IACV on an 04 Rx330 would be helpful if you have one?
