How to install Rx330 Fuse / Junction Block for trailer lights

Hi

I have installed the trailer light "pig tail" (08942-48870-BB) on my '04 RX330 but the connector doesn't power my lights.

I am told I need to install a fuse block (98267048050-BLOCK ASSY, JUNCTION ) can anyone give me a clue on how to install this device? According to a guy at Lexus it looks like it installs in the rear of the vehicle.
