Unhappy paint separation - front bumper

So I have this mark on my front bumper discovered at its most recent wash. Seems like the paint is bubbling up and could easily be stripped to make an even larger blemish. Is this normal damage from a rock chip? I don't see any marks to make me suspicious that somebody clipped my bumper. Seems like the paint on the plastic bumper is not very firmly attached/adherent. Anybody else notice this? Is this just a crappy paint job because I've had rock chips before on other cars, but nothing as drastic as this. It's not from pressure washers either because I'm very careful - any thoughts/help appreciated.

BINGO on the paint.

My rear bumper had chipped paint on the corner by where the rear bumper protector goes. The chipping got so bad I had the lower half repainted black (with DuPont) to match the rest of the car. No more chipping. This was the subject of a conversation on the RX300 and Maintenance board a few months back.

Just curious, how much did the repaint run you guys, and did they spot-paint (airbrush) or pull the whole bumper? My ES has a scuff on the bumper from bumping a pole in a parking garage when I was pulling in a bit too fast on the way to work I did a decent job sanding it and putting on the "nail polish" touch up paint from the parts counter, but I'd like to do it the real way, but I also don't want to drop $600.

I've got a 2002 RX 300 - winter gold in color. Tried posting picture twice but won't accept file size(too big). Anybody tell me how to resize? It was shot at my lowest resolution 640 x 480. Thanks.

My repaint cost $400. They first put a kind of pastel on the damaged areas, smoothed that down, and then airbrushed it. Later they polished it.
