Pull the antenna mast and make sure it's not binding.
Pull the motor from the unit and test it for resistance.
My guess is the motor.

From what I've observed, the motor will stop with resistance or time out if it never meets resistance. The question is whether the "timing out" is determined my the head unit or the circuitry in the antenna.
The first question is whether the antenna is "smart" and just receives one signal from the head unit or if it receives a continuous signal from the head unit that controls everything.

Your antenna starting and stopping its movement is all happening within the antenna itself.

Answering your question - the antenna is "smart". The radio head unit simply sends a voltage signal to the antenna. Voltage - UP, no voltage - DOWN. I know this because I have my wire cut and switched with a switch I installed in the glove box. I keep it off 99% of the time since I am listening to satellite radio and don't want the antenna up.
