Default Key programming issues

We bought a used RX300 and the only key it came with was had a broken case and would not lock/unlock the only door that has a functional lock actuator.

We ordered a Lexus key from eBay and the local dealer swapped out the internals and cut it so now it's not a struggle to open the doors.

We asked them to program it to be a master key but they told us that it could not be programed unless we replaced all the lock actuators first.

Is that true, it can't be programed unless the actuators are replaced? They quoted us 3000 dollars to fix them.

So the original key fob that came with the car wasn't programmed either?

If you're willing to DIY, you can fix all 4 non-working door lock actuators for less than $40. Takes about an hour per door once you've got the hang of it.

I've read through the threads a couple of times and plan on doing that but I wanted the key programed before hand. They charged us the full programing fee even though they said they couldn't do it.
