is it safe to use 70w fog lights?

There are these JDM yellow fog lights I really like. But theyre 70w bulbs.

That is why im wondering if its safe to use them or not?

I would not run those unless you upgrade the wiring harness. That's a lot of power to pull over stock wiring, you may helt the harness and/or the wiring.
