Front fog light no work; bulb good; why?

Front fog light no work; bulb good; why?
2002 RX with HID. Right front fog light does not work even after replacing with bulb known to be good. Explanation? I don't think it is on its own fuse.

Jab ... you may already know that the factory wiring prevents fog lights from turning on which HighBeam on. Since you specifically mentions light (and not lights) I assume one lights up but not the other. I know the access is difficult but once can try swapping to be triple sure. You may like to see if the socket is in good condition.
