Default Anti theft was set after battery change tried all basic tricks

99 lexus rx 300 Changed my battery once new battery was in horn and lights went off and car wont start. My key fob doesnt work. I tried all tricks and still stuck on anti theft mode. What can i do. I tried the key in door steps, resetting battery again. All basic things i found online. Called dealer followed their steps. But nothing closest dealer is 2 hours away so it will need to be towed plus 200 to have it checked. Any suggestions i am hopeless riggt now.

What does work?

Lights, horn brakes?

If the battery was reverse connected, [has happened to quite a few], major fuse pops under the hood ... this fuse is bolted in.

The horn stays running I unplugged fuse, the lights stay on and won't turn over. I did notice that the fuse labeled short dcc was blown i changed it and blew again. Where is the fuse you think it is.
