I wouldn't say it is less car. From the preliminary and promotional information thus far released, the RC will have a strengthened and stiffer chassis than even the IS and have suspension changes that make it handle even better than the IS. Just because it has less rear room doesn't make it "less" car. Traditionally, Coupe variants always command a price premium over their Sedan brethren. See E-class coupe, C-class coupe, 4 series vs 3 series, A5 vs A4 etc...

I think its nothing more than just good business. Sales volume on coupes is very low so manufacturers are marketing them as being a more exclusive market segment notwithstanding the fact that mechanically they're similar to their sedan counterparts. This makes the end buyer believe they're stepping up when buying a coupe which justifies the price premium.

The RC does have higher quality materials and design element than the IS. The lighting of the interior on the door panels and leather/ nuluxe pads are all the way wrap on the sides of center console whereas the IS only have it padded partially even on the 2015 model.
