The instrumentation you talk about is accurate most of the time, but the humans running it are not sometimes. Everyone knows the Hellcat is made for straight line racing and not track racing. You fail to mention the RCF loses in the 1/4 mile, which is expected with that HP. Not a big deal.
You said the ISF can run a 12.7 and the RCF can run a 12.5 conservatively. Why do you believe the 3.9 from the PCOTY and not the 12.7 final time they timed with the RCF in the same test? The 12.7 is right in line with the ISF according to you, that makes them pretty close from what I can see.

The 12.5 published by Lexus for the quarter miles is obviously achievable or it would not be published and I believe conservative based on how Lexus presents performance numbers, just as the 0-60 was highly conservative.
Also, I am sure the quarter mile run was a separate test, so the launch and driver impact the time. Right? Was it the same driver? Who knows.
Variance equates to driver skills and environment conditions. I am sure that we'll see more swings in either direction as folks press the car to its limits.
Close? Sure. Overall performance, I believe the RC-F easily takes it. You will never run a 3.9 with a stock IS-F.

Why is 1/4 mile times such a big deal? Do you who rag about the rc f want to drag race an 80k luxury coupe? Driving dynamics are where its at, not 0-60 and 1/4 mile times. Those are bragging tools. If you need to brag about the stoplight times, Lexus is not the right brand.

No worries: I will have more on this soon from Road & Track themselves.
I am just growing weary of folks making ungrounded assumptions about documented, instrumentation-based testing. Again, Lexus is the source for this confusion. They should never have released preproduction, detuned cars to the media. Yet, there is some justification.
I was at a Porsche event in California last week. The German auto magazine editor and I spent a lot of time talking. He personally said that it is becoming more the norm as manufacturers do not want to have the death of a media person associated with the launch of a performance car.
