Is this replaceable?
I let my mom use my car during 4th and somehow scraped my car even with all the beeping warnings. It has less than 400 miles
Anyways bumper could be fixed but is the part of the fog housing replaceable or do I really need to buy a whole new grill/chrome trim?

Sorry this happened to you.
It looks as though the fog light housing and lower gray spoiler might be able to be replaced as it is not one solid piece. You would have to call the dealer and find out.

I feel your pain. Some dealers will offer the services of a quick repair contractor on-site who addresses minor dings, dents, and scratches. An inexpensive option with often amazing results. The dealer might comp this service if car is newly purchased (like yours).
Otherwise for perfect results replace:
81482C, USD $41.13
COVER, FOG LAMP, LH

52119A, USD $962.95
COVER, FRONT BUMPER (specify your car color)
2014/09 - AVC10,GSC10
(Adding in the labor cost may drive the price high enough for an insurance claim, always demand original Lexus Brand parts)

Can you take picture from further out? Like Radical350 said, it may just be wise to go through insurance.
