Why is the 1UZ limited so low

Default Why is the 1UZ limited so low

Seems like a 4.0L DOHC could spin to at least to 7,300rpm. Cobra Mustangs with a 4.6 DOHC are limited to near 7k. Is there just no more power up there to take advantage of?
