If you dont reset the ECU, the it the engine will try to run using its old "memory" which includes less airflow then when you change the intake. If you reset the ECU, it will relearn your driving style and set its memory at optimal levels, including the additional air produced by the intake.

From what I heard it is not mandatory, but does improve if you reset it every once and a while, typically after engine modification. I am not a tech so I cant answer certainly, just pass along what I have heard from techs and in the forums.
