Great Update, it was faulty ignition coils not one but both. The hesitation at 1400 rpm is completely gone, I tested it with O/D on and off. I still have a slight hesitation around 2100 rpm whe O/D is ON... it is very slight and I think it is just old wires...Im sure once I throw new wires on it will be fixed. The 2100 rpm hesitation occurs only after the car has warmed up which is why I think it is old wires.

Another issue is extreme amount of pressure is released when I remove the gas cap. Is there anyway to delete the charcoal canister without throwing a code? I am almost sure that that is what is causing the issue, I had the same issue on my 1991 toyota MR2 Turbo. Some guys screwed a very small hole in the gas cap to alleviate the issue.

Thanks again for all the help, only cost me about 80 bucks to get this engine running properly.

I also check the transmission dipstick, it was just below cold full line is that normal? my stick says it takes Type T II fluid....I thought it took 4?

The rear shocks are completely shot and probably have been for a while. I will need to buy kyb boots for it also right? Any other recommended rear suspension parts while im under there let me know...sorry for the long post just excited.

Glad that worked. I feel like a broken record recommending coils all the time, but that sure seems to be the #1 overlooked culprit of low-RPM hesitation on these cars. I only tried it on mine because I happened across a used set in a parts stash and figured WTH, since tests on my old ones were inconclusive.

It's normal to have a large amount of tank pressure on the SC. How much is excessive is a mystery, though.

Thats why I always hop on a car forum to find the usual suspected problems...every car has its weird things that go out. Still think its odd that it was both...

Thanks for the help sir! Now I just have to wait for the rear shocks to come in

Yeah, I have no idea why they behave that way, failing in unison and always creating the stumble at 1400 RPM. Obviously, no one else does, either, seeing as how I tried every ignition related recommendation before stumbling (no pun intended) upon the solution.
