Bad Fuel Pump/Very Hot EFI Relay?

Default Bad Fuel Pump/Very Hot EFI Relay?

I had a problem with the fuel pump running after I shutting off the car. I found the relay wasnt working so I replaced the relay. I started having problems and I went to check the relay and it was very hot. Ive done the 12 v mod. The car is a 95 300. I recently changed the spark plugs and the idle is high but I thing thats from replacing the TPS and I THINK and placed it proprely. Can the fuel pump going bad cause this?

EFI relay will normally be very hot to the touch. Also tps adj. does affect idle.
