Default SC400 timing is off!

I have a 99 SC400, 1UZFE. Trying to install the timing belt. The cams and crankshaft has moved in the process. I've lined up the timing marks on the cam pulleys (front and back marks) and on both sides. I can't get the crank to go to TDC without interference. I can get it to 10 degrees before TDC. I turn and go the other way and interference about 10 degree after top dead center. Yes I've moved the cams so everything is out of sync. I understand this is an interference motor, but I don't think with me gently rotating the crank (with plugs out) I don't believe I could've bent the valves. Spark plugs came out looking fine. Bought a cheap endoscope camera, no holes in the pistons, but camera won't focus on the valves. Can anybody help me with the timing please?

There is a thread on here" 2000 SC 400 timing belt" with the complete instruction print out for doing your timing belt I believe Slide posted the instructions. I printed it out but don't have it with me. You may need to remove your valve covers (if you haven't already) and check where your cams are sitting and what valves are open, as they would be the ones hitting on a interference engine. O top dead center on #1 cylinder all valves should be closed. If you have rotated the cams you could possibly be 180 off.

Oh, I've rotated the cams, with the belt off. I don't have the time to keep working on this and removing the valve covers looks difficult. I shouldn't even have attempted the water pump/timing belt replacement. Isn't there an easier way to verify that cylinder #1 valves are both closed? And how would I know if I'm on a compression stroke or power stroke? I'll search for the "2000 SC400 timing belt" instructions. Thanks for the quick reply.
