Don't believe there is a kit available for 1996 and later "400" cars.
Newer cars, 96 up, have the plastic air flow meter, where 95 and older cars have the Karman Vortex Air Flow Meter (metal).
Think that LexusPros.com have some kind of setup, but you have to call and ask for, not listed on site. Think that it consists of a filter and an adapter to attach to the plastic air flow meter.

you can try a pod type filter without an adapter for the 96-97 models (such as k&n, rs akimoto, generic brands, etc). since the meter exit is round, you could slide on it on and clamp it down. i think the inlet diameter is about 3.5" (don't quote me). just need a pod filter with a long enough neck to go over the inlet.
98+ models i would assume you could try modify the cai for gs models. engine layout is the same if i remember correctly but the engine bay itself is not. you might be able to use the same inlet piping though.
and yes, you are correct in that most if not all the threads on intakes center on sc4's with the karman vortex models not the newer hot wire ones...at least i haven't seen them.
i'm guessing the bfi threory could be applied to the 98 models though i havent' seen any pics of one.
if you do buy something, just make sure you are getting something for your model year as you stated, the air meters/engine configuration vary for different year models.
