Default Throttle cable install

Hi to install a car (sc300) without throttle cable, do you have to take out the whole dash???
I see there are 2 bolts that screw in, but it seems pretty high up in the dash to get to?

Poke your head in the foot well and look up. Should be to 10mm bolts, extension and swivel socket will make quick work of it

more like 15 min.

OP, move your seat all the way back, and lay the seat back as far as it will go, lay your head in the foot-well and your back on the seat, with your legs hanging over the back of the seat. Sounds funny, but makes it much easier.
