Default Hi/Lo beam issues

Hoping someone, anyone can help this n00b out! I have a 92 SC300 and i noticed that the night that I bought the car (last Sunday), that when I turned the lights on, the lights that should be the high beams ( inside lights) come on, while the lights that should be the lo beams (outside lights) don't come on until I engage the hi beam lever. How could something like this happen?

Only thing I can think of is the previous owner tried doing something with his lights and messed up the wiring obviously. He might've tried doing something with the cornering lights since its a 93. Do the cornering lights come on when you turn either of them on?

Not to sure why this would happen... Just go over the wiring and see if any of it was tampered with or not.

I did manage to sort it out, and while I was in there I installed a plug and play HID kit too. Except that I washed the car . . . and now both of my headlights have moisture in them . . .

I also don't think my lower cornering lights work either
