93, poor low end power. solutions?

Default 93, poor low end power. solutions?

I have a 93, pretty high mileage but still runs great. Im experiencing really bad low end power(under about 3500rpms). If i floor it, it is unresponsive and sluggish until it hits about 3500 or 4000rpms then it takes off. Almost feels like vtec, lol. Its bad enough that shifting out of first to second even bogs.
Let me say i am a mechanic, so serious answers please.
What i have done:
-plugs, wires, dist cap/ button, coil pack
- fuel filter, new pump, 12v mod, system cleaner
-cleaned throttle body, maf, smoke tested with no vac leaks, checked timing...

Im starting to think it has something to do with the flapper valve in the intake manifold...suggestions? Fixes?
