Power steering leak, potential source?

Power steering leak, potential source?
Alright...
I have been slowly trying to battle 2 leaks. One of which is Power steering, and this is the first one I am targeting as it will be the easier to fix (Other is oil leak, thinking some gasket on exhaust side of sc300)
Well I was under the car with a can of wd-40 giving it a thorough clean so I can hopefully find some new power steering wet spots over the next few days.
When I noticed, a gasket was fairly thrashed. I took a picture, because I am unsure if this gasket is a seal for fluid, or if it is just to keep things happy together.
Can you guys please help?
This picture is taken from the Front Driver side of the front axle. I am hoping for some insight on how important this gasket is to anything power steering related.

Arrow points to power steering rack bushing. That is not where your leak is coming from.
Look at the rubber boots and high pressure input to the rack (close to where steering wheel shaft enters the rack)
