My 1992 sc3 is having a od issue. While driving the od light starts to flash and the car starts to go in and out of od... If i rest the ecu it goes away for awhile but ends up coming back. Has anyone had this issue?

You have to pull the code and see, it doesnt mean your tranny is going either, just means something is wrong. Mine does tbe same because my secondary speed sensor is bad, doesnt afffect the car so I let it be lol. Google how to pull 92 sc300 codes and youll find it, its easy and requires no tools, just a wire.

durps is correct
pull the codes and isolate where the problem is. when i first got the car the OD switch on my gear selector was faulty and opened the circuit on bumpy roads giving me the impression that my transmission was going out. however after determining there was no code i was able to use my trusty volt meter and run down the issue.
good luck and let us know how it goes

Probably a shift solenoid. When it malfunctions, OD light blinks and obviously the transmission skips or oddly shifts gears. If it is the shift solenoid, here's a DIY thread that was explained very well.
