Is my regulator or IAC going bad?

I have a 93 5speed with 133xxx miles on it.It smells rich at cold starts or maybe just fumes?I added oil and now it idles up/down from 500-1000 rpm.Opened the hood and I can hear a kind of whining sound coming from the regulator or IAC right there in between the the "Y"part of the manifold.Is something going bad or causing the idle and fumes?
