Default Wiring Help: Headlight Circuit not working

alright this is the last obstacle that I am having to deal with. Everything else is working from when I moved the fuse box to the back but the headlight. I have to be missing something small...dumb small.

Issue:
Headlights and brights are not working at all

Reason:
Headlight fuse is not getting any power. no power, no workie

What I have ascertained:
  1. All other lights are working - city blinkers, rear lights, rear blinkers
  2. All other items functioning - Doors, windows, mirrors, horn, chime, dash lights (not defroster - we will get back to that)
  3. Headlight RELAY has power
  4. Headlight switch is working as the dash lights dim when the switch is enabled, and I hear the click
Anyone have an idea? Do the headlights have to be in the housing for some reason to ground out? I noticed the left pin goes back to the fuse and Ys out to the switch (driver kick panel fuse box). The interesting thing is the the right pin just loops to the other bulb.

Other item that is not working is the defroster. I am getting power at the relay but nothing when I press the button. No LCD display. It is as if I cannot turn it on.

Once I can clear up these two items I can tie the wires up and put the interior back together. Then it will be a couple items in the engine back and then we try to start her.

Did you ever find out what the issue is? I'm currently having the same problem.
