Default No cranking or solenoid noise

92 sc400, I just finished putting a motor into it, tryed starting it and got clicking noise. So I removed the battery and charged it(didnt charge it much) When I go to start it I get dash lights fuel pump and whatnot but no cranking or solenoid noise. I remove the starter relay and replace it with a different one and the starter immediately starts spinning until I remove the relay. ( the key was not in the ignition). Starter is brand new and known to work. Any ideas as to whats going on?

The solution was to wire a button that bypasses the relay and initiates the starter. But upon further investigation it was the ignition switch.
