On a 92 Lexus SC400 which wire is the Engine Coolant Temp Sensor wire to the ECU? There are three plugs on my ECU, which wire on which plug?

I only have the SC300 manuals, but would guess it to be the same. In which case, you will be looking for the ORANGE 23-pin connector named IK1. The coolant wire is pin 9 which is one pin from the upper corner, adjacent to the outermost pin which should be purple/black. You can confirm the same color wire at the temperature sensor under the hood.
