I wouldnt think itd matter as long as you make sure the resistor is wired into the wire that provides the signal to the cluster. I just did it close to the plug that attaches to the cluster. It takes all of 5 minutes to take the cluster out and you dont have to get under the dash.

a pack shouldn't be too expensive. you're probably looking at a couple dollars

If you guys weren't half assing your swaps this wouldn't be a problem. You wire the 1 wire temp sensor exactly how it is factory and this works. The cluster also has a ground wire that grounds through the engine harness. Leave it in the stock location when wiring since there is no need for this to be removed and it works. Just fine. Like normal. This is really not that hard.

But he might have a broken wire or the wire is not in the correct pin.
Do you still have your stock 2jz harness? if you do just chase the sending unit wire from the connector to the body plug and see if its going in the correct location.
