looking to move belt tensioner; need help

Default looking to move belt tensioner; need help

crank pulley came apart on the interstate a couple days ago; the belt twisted and i'm attempting to twist it back for the time being

i've loosened the 14mm nut on the tensioner pulley, and pulled the nut and the big washer-thing off... but it won't slide up or down

with furthur examination, there's no way it could slide up or down; there IS however a pivot type arm that mounts the pulley on one end and mounts to the center of the engine block on the other (thicker on that side)

anyone know how to loosen this thing so it will twist? there seems to be some kind of cover over the arm in the center where a bolt may be... is there some kind of bolt behind that?

I don't see how those can be specs for the SC300, I don't have near that amount of pullies

I just tried to loosen the pulley but no good result I've been trying to change bearing for 4 days...
