Default instrument lights won't shut off SC400 1992

Hope someone has run across this problem or similar. It started with my alarm on my 1992 SC400 going off constantly, then a day later, the backlight on the instrument cluster, brake, odometer/clock and oil pressure light don't shut off when I shut the ignition switch off. Everything seems to run okay when I start the engine, though I have now disabled the alarm system by bypassing the trunk switch.

I noticed too, that the automatic steering tilt away isn't working. I can move it manually though.

Any help would be appreciated
