SC300, 95, having an issue getting the timing to 10º

Default SC300, 95, having an issue getting the timing to 10º

So I got my emissions test yesterday, it passed... but its burning WAY to much fuel, best Ive gotten is 17mpg on the car since I got it a few weeks ago... so I decide to check the timing....(sorry, forgot to mention the HC were 108 out of an allowed 108, this also told me it was dumping too much gas..)

Set it all up (yes I jumped t1 & e1) and checked it... it was at least 6" PAST 10º BTDC... I would guess 45 - 50º BTDC... I was like WTF? Also the CPS was turned as far right as it could go... twisting left took it further back. SO I checked all the TDC marks (cams, crank and CPS gear..) all were lined up right, so I tried moving the CPS gear off a tooth, after that best I got was 7º BTDC with it all the way to the left. So I put it back a tooth, and got about 20º - 25º or so BTDC with the CPS all the way right... BETTER, but not 10º

Im quite lost on what could cause this, if theres something Im missing or anyting? The car runs SO much better where I have it now... but Id like to get her right, 10º.... anyone have any suggestions? My buddy at work said the TB may be slapping a little... I suppose possibly, it needs a belt soon anyways, but Im still confused... what else can I check?
