Default Crank Pulley

So this is the SECOND crank pulley I have broken off of two different motors. Is there something I can do to prevent this from happeneing again. This is getting old. I am going to make sure to torque it down correctly. I have heard some people are welding them together? Sounds a little dangerous... I dont know what to do. Any suggestions?
I dont have the 403 toyota wants for the pulley
I dont have the 300 ATI wants for theirs either.
I have enough to get a used one, but I know it runs a great risk of breaking too.
I know what the aftermarket light weight ones suck and ruine motors, but im almost willing to use it. I have 2 friends with them, and their motors are running perfectly fine.
Should I try welding? Obviously get someone professional to do it.

more info, was it torqued down properly before. what kind of power you making?

I'm guessing it was. I think it was stock. I'm only making ~425whp

I doubt HP has anything to do with it snapping.
