Default Things to Check for Proper Gas MPG

I have a 1995 sc400 and wanted to check what I should check for on my car to make sure I get the highest mpg the sc400 can put out. I am not expecting crazy numbers, but something better than 13mpg which is what I have gotten on tanks of gas. That is a little over 200 miles on a tank. It was mostly city, but I thought id get like 17-19 city.

So far, I have gotten an alignment, 18" wheels put to proper psi, oil change, diff fluid change, atf change, new oil filter and a new air filter.

Am I missing something that would cause horrible mpg?

Tune-up and fuel filter. Ive got the same car as you and I get 21 consistantly.

my car does not run poorly at all which means the fuel filter should be good to go

Maybe its just the way you drive. Do you tend to accelerate quickly and stop short?

no. i have been trying to see what kind of mpg I could get. slowly arriving at red lights, very light acceleration and all that stuff.

Default GAS mileage

since i sea foamed i havent been gettin to good of a gas mileage and either way i dont think my tank is filling up all the way. i looked up the tank capacity and it syas 21 gallons, but when i fill it up from empty i end up getting like 16-17 gallons. also i get less than 100 miles just city driving alone and a little more than half the tank is gone...any suggestions or help?
