Default Compressor or Clutch Locked Up on my AC system?

The AC Clutch will engage and disengage when you press the AC button no problem.

When the Clutch engages, the whole unit locks up and the belt will just slip over it. Then you can disengage it and the belt will spin freely.

Does this mean the compressor is what is locked up, not the clutch?

yup, your compressor is shut.. i guess you need a new compressor, unless someone else knows how to fix that compressor.. try turning the compressor the other way, maybe some dirt just got stuck in there...
